Search-head deployer unable to deploy without restart of first search-head cluster node first

I have a search-head cluster of three nodes and one deployer. When I get a new app and put it on the deployer under $SPLUNK_HOME/etc/shcluster/apps/app_name, and chown the whole thing to splunk:splunk, I then try to deploy the app out to the nodes and I get an error. If I then go to node -01 and restart splunk, then the deployment works. Is anyone else seeing this? Is it fixed in a later version (where are the version notes)? I'm on 6.3.0.
