x64 ODBC driver, Connection issue "(40) Error with HTTP API, error code: SSL connect error"

Good day to all of your fine folks! I've been playing with the [Splunk ODBC Driver][1] but have been having connection issues. The error I get is `(40) Error with HTTP API, error code: SSL connect error` which seems to be common enough, but after reviewing the myriad Answers here about that problem, none of them seem to fit and I'm wondering if anyone has a suggestion for where to take this next? **Summary (the TL;DR version)** I have tried this on my own Windows 7 machine (fully patched) and a Windows 10 box (also fully patched) using Excel 2013, 2016 and SQL Server Integration Services. I have tried using two different Splunk servers - mostly my test box (poor little splunktest, I abuse you so!) but also to a production SH just as a test - with no difference in behavior. **Some background** (Here starts the parts that are too long for some folks to read, lol): I followed the most excellent docs for [Installing and Using the Splunk ODBC Driver][2] closely, installing the 64 bit version and pointing it to my splunktest machine. "Splunktest", lol, I'm so creative. The "Server URL" is `https://splunktest:8089`. I have tried two different users - one a specific one to this task and the other "admin", neither of which change the behavior above. (Little splunktest isn't configured to do LDAP/AD, it hasn't grown up that far yet.) In any case, the installation was uneventful. Some additional things I've noticed or found: 1) On my machine I can open a browser and point it to `https://splunktest:8089` and it displays the Splunk Atom Feed, whereupon I can do the clicky-pointy things just fine. So, that seems to work though I wouldn't stake my life on it. 2) The SSL versions referred to above seem to all be above-board, MS confirming that the cipher suite mentioned in my server.conf is perfectly well supported and specifically mentioned in their [Windows 7 docs][3], not to mention Windows 10 should be totally cool with those ciphers. Again, they oughtta be but I am willing to be proven wrong. 3) The [Fixed Issues][4] for this version mention nothing that seems important to this problem. (Even mentioning the same SSL error for Excel 2010/2013 was fixed over a year ago). 4) The [Known Issues][5] also don't mention anything that looks appropriate to using it with Excel or SSIS. 5) As mentioned, this is happening on two machines with two operating systems using two different connection tools and to two different Splunk servers. What I hadn't mentioned is I've also tried the x32 version, tried some alternative ports, tried it by IP address - all to no avail. None work. Nada. 6) I've also confirmed that little "Verify Server SSL Certificate" checkbox isn't checked. I even tried it with it checked - no difference in behavior. This is making me feel inadequate, so hope someone can help me get my groove back!
