splunk retention not working as expected

Hi , I am testing the retention policy setting on my test index. I have setup frozenTimePeriodInSecs = 259200 under my test index. After restart it cleaned up all the old data. But it is not cleaning up now. I am still seeing the 10 days old data in system. I believe it should be cleaned up everyday without restart. Please let me know what could be the reason for this.
