splunkd.exe takes ages to restart

hi, we have numerous servers that have the splunk forwarder installed. the service splunkd takes over 5 mins to restart. the service stops but when the restart occurs it takes over min. if we monitor the process using powershell the reponse back is that the process is still up. I checked the spluk logs and it thinks it shut down normally but its not! any advice welcome thanks
