After adding third-party certificates to our Deployment Server and Clients, why do we see 25% of forwarders inactive in the DMC?

I have just added third-party certs to our Deployment Server/Deployment Clients. Also, since we do not deploy apps that often, our phoneHomeIntervalInSecs is set to 300. Things appear to be talking ok, but when I check to see the clients in Forwarder Management, I get a fraction of what I did before the change. Also, when I check the Distributed Management Console, Forwarders: Deployment it shows about 3/4 active and 1/4 inactive. I double checked ~12hours after the change and things still look the same. The port did not change, still 8089 and the phoneHomeIntervalInSecs was set months before the change occurred.
