Why am i getting the error message "File 'etc/apps/SplunkUniversalForwarder/default/app.conf' changed or missing" when restarting the splunk service on a linux rhel6 forwarder?

Getting an error deploying an application via splunk deployment manager. The app depolys but when the splunk service is restarted on the rhel 6 server I get errors that the files can't be found. The files exist and the permission are correct on the files and directories. Not quite sure where to look. Restarting Splunk... Stopping splunkd... Shutting down.
