How to resolve error "ERROR: The mgmt port [8089] is already bound. Splunk needs to use this port" when restarting splunkd on deployment server?

Hi all, I was trying to restart the splunkd process on deployment server and i landed up getting this error "ERROR: The mgmt port [8089] is already bound. Splunk needs to use this port" please do let me know the action to be taken to resolve this .
